How to check your ATL status

The Active Taxpayer List is FBR's register of people whose return for the year is in. Being on it is worth real money every month, and being off it costs you quietly, through deductions you never see itemised. Here is how to check where you stand.

A list of who filed, and nothing more

The ATL is not a rating or a judgement of your affairs. It is a list of taxpayers who have filed the return for the relevant tax year. Banks, motor registration authorities, property registrars and every other withholding agent check it before they deduct tax from you, which is how a purely administrative record ends up deciding what a car token or a bank withdrawal costs.

Two ways to check your own status

FBR publishes an online Active Taxpayer List lookup: enter your CNIC or NTN and it tells you whether you are active for the tax year in question. That is the definitive answer, and it takes under a minute.

FBR also answers ATL queries by SMS, which is useful at a bank counter. Take the number and the message format from FBR's own site rather than a forum post; both have changed before.

There is a third, unhappier way to find out. If your bank deducts more than you expected on a withdrawal, you are probably reading your own ATL status in the deduction.

When the list updates

Your name goes on to the list after your return has been filed and processed, not at the moment you press submit on IRIS. FBR republishes the list on its own cycle, so expect a lag measured in days rather than minutes.

So filing on the evening of the deadline does not make you a filer in your bank's eyes that same evening, and checking an hour after you submit proves nothing. File early, check a week or two later, and check again before any large transaction.

What being off the list actually costs

Non-filers pay double the withholding on cash withdrawals, vehicle token, property transfers and dividend income. For a freelancer whose export income is taxed at 1% or 0.25% under section 154A, that doubled withholding across a year quietly comes to more than the tax on the income itself.

Restoring your place after a late filing costs a surcharge of up to Rs 25,000, and prolonged non-filer status has been attached to measures as blunt as SIM blocking. None of it arrives as a fine. It is money taken out of transactions you were making anyway.

How to become active again

File the outstanding return, pay the late filing surcharge if one applies, and wait for the next republication. There is no faster route and nobody who can put you on the list for a fee. The trouble with ATL status is that nothing tells you when it changes. You find out at a bank counter months later, after the money is gone.
